As per Yukon's Occupational Health and Safety (OHS) Act section 12, organizations are required to have a formal safety program if they have a workforce of 20, or have a workplace that is classified as an "A" or "B" hazard (OHS Regulations part 18, schedule 1), or are instructed by the regulator. Small organizations or employers with fewer than 20 workers can also require a health and safety program by the regulator but these programs can be simpler or 'less formal'.
